The Town Board appoints the Town Assessor for a term of six years. The Assessor's duties are specified in the New York State Real Property Tax Law and generally focus upon the maintenance of up-to-date records on the valuation of real property within the Town of Parma. The Assessor prepares an annual assessment roll, which is used to formulate the tax liability due for each parcel of real property in the Town.

Real Property Valuation
The Assessor inventories and values Real Property at a uniform percentage of value. The results of the annual revaluation of the 2002 Tax Roll has maintained the equalization rate for the Town of Parma at 100.00% up till 2009 when the Town chose not to maintain the assessments and the Town equalization rate fell to 97%. The Town Assessor coordinated a Town wide re-valuation in 2010 to bring the equalization rate back to 100% and the goal of the assessment office is to maintain the equalization rate at 100%. Due to various reasons, such as State Aid, Corona Virus and the Actual Sales Market, the Assessment Office along with the Town Board have decided to let the Towns equalization rate drop during the years of 2020, 2021, 2022 and 2023. While making those decisions, it is the intent of the Assessment Office to do a Town Wide Re-Valuation for the 2024 Tax Roll bringing the Towns equalization rate back to 100%.
Assessment Review
Formal reviews are conducted annually on Grievance Day, the 4th Tuesday in May.
Informal Reviews may be scheduled with the Assessment Office at any time throughout the year.
Real Property Exemption Administration
All exemptions on commercial and residential properties must be filed by March 1st, Taxable Status Day.
Exemptions include:
- Veterans
- Senior Citizens with Limited Income
- STAR (See Below)
- Persons with Disabilities with Limited Income
- Business Improvements
- Agricultural
- Clergy
- Non-Profit Organizations

Partial Tax Exemption for Real Property of Senior Citizens with Limited Incomes
This program is in addition to the Enhanced STAR exemption for owner-occupied, primary residences. This exemption is available to senior citizens (those who turn 64 by December 31st) whose TOTAL INCOMES do not exceed $58,400. It is applicable to Town, County, School and Village tax bills. This exemption, too, must be filed annually and be in the Assessor's office by March 1st.
If you apply for this exemption and qualify, you will automatically receive the Enhanced STAR as well.
Veterans
The veteran's exemption is only applicable to Town, County and Village taxes and applicants need only apply once to receive this on a yearly basis.
