
Hilton-Parma Recreation & Parks Commission
Back in December 1957, under the provisions of Section 243 of Chapter One of the General Law of New York State the Boards of Trustees of the Village of Hilton and the Town of Parma votes to join together to operate and maintain a community youth recreation program.
The village was appointed to act as fiscal officer and custodian of the moneys made available for expenditures for recreational purposes by both municipalities.
From this action, the Hilton-Parma Recreation Council, members of the joint commission appointed by the two municipalities were announced. Those appointed by the Village Board were: Magdalene Doud, C. R. Keller, Sr., Edgar MacWilliam, Fred Rice, and Howard Smith. Appointed by the Town Board were: Harold Beardsley, Lewis Markham, Alan Moody, Jerry Peck, and Louis Rodger. The joint commission elected Mrs. Keller chairman, and Edgar MacWilliam, secretary.
In May 1980, under the direction of Village Mayor Thomas Younker and Town Supervisor John Jennejahn, in accordance of Section 422 (5) of the Executive Law of New York, it was agreed that both municipalities would join together to establish, operate, and maintain a recreation program venue.
On June 1, 1982 under a Memorandum of Agreement signed by Village Mayor Larry Gursslin and Town Supervisor Thomas Younker, it was determined that the Town would become the municipality directly responsible for the financial accountability duties of the Hilton-Parma Recreation and Parks Commission. In January 1983, the financial budgets of the Recreation Department submitted annually by the Commission became the sole responsibility of the Town of Parma.
Today, the Hilton-Parma Recreation and Parks Commission consists of 8 members, 4 who are representatives from the Town of Parma and 4 who are representatives from the Village of Hilton, each appointed by their respective Town or Village Board to serve as a volunteer for four year terms.
In general, the Commission has the responsibility to develop the necessary plan to meet the current and projected recreational needs of our community, and help maintain a course of action to implement this plan.

The Commission meets once a month, reports directly to the Parma Town Board, and watches over the administrative and program budgets of the Recreation Department.
Purpose
The Commission believes that recreation in some form is essential to the well-being of the individual.
It is the duty of the Commission, therefore, to provide adequate programming and structure, equipment and facilities, staff and instruction for community recreation in all its various forms.
In the area of youth sports, program instruction will be conducted with the emphasis on skill development, rather than on competition and league standing.
In all programs priority will be given to residents of the Town of Parma, Village of Hilton, and the Hilton Central School District.
